History & Mission
The Montgomery County SPCA, Inc., (MCSPCA) has been serving Maryland, the District of Columbia & Northern Virginia since 1973.
MCSPCA is an all-volunteer, 501(c)(3) non-profit organization dedicated to the humane treatment of animals. We are independent, locally based, and funded completely by donations. We receive no financial support from the ASPCA or from any federal, state, or county government agencies.
As an all volunteer organization, all funds go directly to helping the animals by providing food, shelter, and veterinary care. If you can find it in your heart and budget to make a donation to the MCSPCA, no matter how small, it will help the animals tremendously.
MCSPCA has no physical shelter. All of our cats are in foster homes that can assess each cat for such things as temperament and socialness. This helps us to make the best match possible to a forever home. Our cats are fostered until adopted.


In memory of Pauline Buel
Polly Buel, founder of the Montgomery County (MD) SPCA, crossed the Rainbow Bridge Monday morning, December 29, 1997. We’re sure she was greeted by the scores of cats and dogs she helped throughout her 80 years. Many homeless ones waited just for Polly, the only human who ever cared for them. Others, pets that Polly placed in permanent homes, have their own special person to wait for, but all owe Polly a debt of gratitude.
